But that's the year they changed the draft eligibility. (I think Drew or Rhom brought this up previously) For the first time the eligibility rules were changed for the 1965 draft. The minimum age criterion was increased, to 18 from 16 years. Clubs were not permitted to begin negotiations with the selected players until they reached 19 years of age, and the date from which they were ineligible due to being on club sponsorship lists was pushed back from May 23 to April 1. So, essentially, all these players were passed over 2-3 draft years, and were only considered because they increased the age from 16 to 18.
