You can think of it this way: A General Manager is responsible for staffing and personnel. Hiring, firing, trading, scouting, free agency, etc. A President is responsible for the financial goals. Butts in seats, marketing, sales, budgeting, revenue/expense management, etc. They work closely together when they're in separate roles for clear reasons, but it's pretty hard to tell the difference on the surface, especially when so many teams have a joint role for it.
