I'm hoping GM's begin embracing this. It can be an effective tool, not sure why it's not used more often.

For the same reasons offer sheets are this rare to begin with. You have to do it at a price point that's crushing for both teams. Kotkaniemi has a career-best like 38 points or something. He's getting $6.1 million when he is probably, at best, a $4 million player?

The key here is it being a single year, with the expectation among experts and fans that he'll just sign an extension for much less ($4–5 million per) shortly after January, but you'd basically need to target a lot of players just like this every year. I get the sense the league would close that loophole pretty quickly, because this would undoubtedly get exploited by big market teams who can afford to offer stupid money knowing it's a one-year thing.
