I can see Montreal & Washington being weaker, albeit not much. Carolina are much improved. Vancouver look better but that isn't hard to be fair.

 

If anything, the Rangers appear on paper one of the weaker teams.

I think Washington is going to suck unless they make a serious move. You're talking about Brooks Orpik being in their top-4 right now and a non-existent bottom 6. Maybe Djoos is ready right away, but man, they are awfully thin.
