Penalty Rule Suggestion

When a team is called for a penalty, and especially during a delayed penalty, wouldn't it be great if the penalized team doesn't get to make a line change following the stoppage in play? Adding 'exhaustion' to the mix could result in more scoring opportunities and get us back to even-strength faster. Thoughts? (Apologies if this was already mentioned in a previous Rules Changes thread.)

Exhausted hockey doesnt lead to more exciting hockey.

More goals doesnt always mean better hockey.



I can only imagine the Rangers trailing the Islanders by 1 goal, get caught in their zone, have a questionable call against, gassed team gets scored on, so Quinn challenges and loses, and the same guys have to go back out there to get scored on again. Not worth changing the game for a non-issue.
