No-tax state and perennial Cup contender until they aren't. This isn't all that surprising.

I don't know the details of nhl comp but the lack of tax essentially amounts to a 25% increase in cap for these teams which is an absolutely massive advantage. Are there any provisions to account for that in the fine print?
