No, it was someone like Pierre McGuire that said that. It wasn't the case. Although hes the same player he was when they drafted him. A small progress would have made him an NHL player. Either the Puljujarvi trade finally happens, or he's the sweetener to protect an asset from Seattle that either went off or was acquired in 2020-21.
