Thank you. So this effectively clarifies that phase two is more of a pre-training camp phase of sorts. So like normal pre-training camp skates, there are no formal practices with the team personnel. Seems pretty regular to me. I can't argue with any of the precautions the NHL and PA are taking of which there are many. They're being cautious about this despite the obvious ulterior motives, but they're not putting dollars over safety here.

This is getting weirder.

This is the true testing phase to see if the playoffs will happen or not. Better to test in small groups rather than hubs with 2-12 teams.

Included in the draft lottery will be the seven teams who are not involved in the 24-team playoff tournament, along with the eight teams eliminated in the ‘qualifying rounds.’

 

Since the initial phase of the lottery will take place before the 24-team tournament kicks off, the eight eliminated teams that will be featured will be represented by unassigned picks. The odds for the seven teams not in the tournament will be based on their point percentage for the 2019-20 season. If one of the eight unassigned picks ends up in top three, a second lottery draw will take place to determine which of the eliminated teams will pick there; their odds will be based on the inverse order of their regular season point percentage.

Ottawa Senators — (.437) 13.5 percent

Ottawa Senators (from San Jose Sharks) — 11.5 percent

Los Angeles Kings — (.457) 9.5 percent

Anaheim Ducks — (.472) 8.5 percent

New Jersey Devils — (.493) 7.5 percent

They really broke out the abacus for this draft lottery. Looks like the GMs who were surprised by a playoff berth in this didn't entirely like that idea as opposed to being in position to get a high pick. Also, if games don't start until late July, might not see a Stanley Cup awarded until late September/early October.

The National Hockey League Players’ Association (NHLPA) and the National Hockey League (NHL) announced today that formal training camps (Phase 3) for the 24 teams resuming play will open on Friday, July 10, provided that medical and safety conditions allow and the parties have reached an overall agreement on resuming play. The length of training camp and, therefore, the start date for formal resumption of play (Phase 4) will be determined at a future date.

Edmonton, Toronto and Vancouver each will be eligible to be a hub city as part of the NHL Return to Play Plan, Canada Prime Minister Justin Trudeau said Tuesday.

 

"We have indicated that we are comfortable with moving forward on an NHL hub in one of three Canadian cities that are asking for it," Trudeau said. "Obviously, the decision needs to be made by the NHL and the cities and the provinces in the jurisdiction. Canada is open to it as long as it is OK by the local health authorities."

 

The NHL had said a Canadian city would not be chosen if players were required to complete the mandatory 14-day quarantine currently in effect for people entering Canada. Trudeau said the border with the United States will remain closed to nonessential travel through at least July 21, Reuters reported, but that the closure does not affect NHL players, some of whom have already been traveling to rejoin their teams.

It could only be Toronto if Vegas is the other hub city.

Its already rumored that Vegas is one hub city where the Eastern Conference teams will be placed.

Home teams can't be placed in their home city so, Edmonton/Vancouver are in the "playoffs" so they can't be placed in Edmonton/Vancouver hub city, so that puts Toronto as the only other option if the hub city is in Canada.

I don't think so. As Bob says here:

 

 

There's inherent risk with these training camps going on now because players aren't being isolated. They're among the general population in sometimes currently COVID-heavy locations (Florida, Arizona, etc.). Obviously it would behoove all players to not potentially expose themselves, but they're free to do whatever they want... For now.

 

The key is getting all players into Phase 3 and 4 healthy, which is presumably when they'll all be totally isolated. If they can be effectively isolated, there's almost no risk for spread.
